Job Responsibilities

As a Manager in HR (Learning & Development), you will oversee the planning and implementation of learning initiatives that support workforce capability development across TAL. This role focuses on partnering with departments to understand learning needs and coordinating with external vendors and institutions to deliver relevant learning solutions.

Key Responsibilities

1. Training Needs Assessment, Delivery and Evaluation

  • Conduct training needs assessments to identify learning requirements and areas for improvement.
  • Partner with departments to translate operational needs into structured learning programmes.
  • Design and deliver in-house training curricula using varied instructional methods suited for adult learners across different skill levels. 
  • Work with external providers and courseware developers to customise training materials, including eLearning modules and workshops, based on TAL’s operational requirements.
  • Implement evaluation methods and data to measure training effectiveness and enhance both programme quality and outcomes.

2. Competency Framework Development and Stakeholder Collaboration

  • Provide regular progress updates, key findings and strategic recommendations to management on L&D deliverables.
  • Partner with departments to validate competency definitions and support the application of competency frameworks in learning and development initiatives.
  • Work with external consultants or vendors to support the development and refinement of organisational competency frameworks.

3. Internship Engagement and Talent Pipeline Development

  • Coordinate internship engagement initiatives with local educational institutions.
  • Support departments in onboarding and engaging interns to provide meaningful learning exposure.
  • Facilitate collaboration between internal teams and institutions to strengthen early talent engagement and talent pipeline development.
  • Monitor internship participation and gather feedback to improve the internship programme.

Job Requirements

  • Minimum of 3 years of experience in learning and development, training coordination, or a related HR role.
  • Experience working with external training providers, consultants for programme delivery or courseware development.
  • Proficiency in basic Microsoft Office Suite such as MS Teams, Word, PowerPoint and Excel.
  • Strong communication and interpersonal skills to establish connections with internal and external stakeholders.
  • Candidates with ACTA/ACLP and IHRP certifications would have an advantage during shortlisting.
  • Familiarity with SkillsFuture competency frameworks and assessment methods is an advantage.
  • Ability to work in a face-paced environment with multiple priorities
